In a deep pan, heat oil to 350F. Once the oil is heated, fry the marinated beef in batches for 2 to 3 minutes. Set aside.
Heat 2 tbsp oil and sauté the garlic and ginger for about 2 minutes. Add bell peppers and continue to sauté for another 2 minutes or until your preferred doneness.
Add beef and stir to combine. Add sauce and continue to stir for a couple of minutes.
Add chili flakes and continue to stir until the sauce is thickened.
Finish with chopped scallions.
